Hi anon,
It’s harder to answer as I don’t know your location.

But I’m from the UK and good brands for budget lipsticks would be Rimmel, Barry M and Sleek.

My favourite lipstick brand would probably be MAC as they have such a range of colours and finishes as well as a good formula. 

If you are in the U.S I’ve heard NYX and Wet n Wild have some good lippies!

This probably sounds a bit daft but brown eyeshadow would make your eyes look more brown.

Colours to make brown eyes ‘pop’ would be purple, blues and greens.
